Historical Perspective
The Confederated League of Nations was conceived in 1900 and launched in 1909 before World War I and World War II erupted. Then, as now, the League aimed, philosophically, to maintain neutrality. The Confederated League of Nations is the premier multi-lateral, non-partisan, non-geopolitical worldwide institution established anywhere. Humanitarianism, not political activism is our goal. Despite artificial barriers erected at some junctures, all peoples have common needs.

Context
Newly independent nations forced foreign technocrats to leave their territories, thus creating a knowledge deficit and a void in economic development skills. Schools, hospitals, transportation, infrastructures, suprastructures, electricity, agribusiness and other essential services deteriorated. Conflicts between tribes escalated, indicating a need for a neutral third party to intervene, absent an enforcement and very often from a distal outpost, to rule out perception of disruption.

Framework
Being a quasi-governmental world congress, the Confederated League of Nations plays an advisory and/or caretaker role (such as the role of relevant agencies in cases of natural disaster). Just as other world assemblies were conceived by sovereignties that emerged victorious in World War II, the Confederated League of Nations is hosted by peace-seeking and relatively stable countries. Their cultures can be difficult to alter. However, international protocol or guidance can be enforced laxly or vigorously.
